2) compose and frame it in a way that shows how interesting it is.
3) take picture
4) repeat until famous
When you think about it, that's really all there is to good photography - though of course it could take a life time to recognize what's interesting and photographs well and the art of composing is 'non trivial'.

This of course is not about good photography, yet it is needed to break the infinite loop you set up in 4)
I wonder about the "famous" part (if we are to interpret the list truly seriously). I would substitute something that may seem infinitely less motivating, but which I would argue stands a b atter chance of making someone a better "photographer"...instead of repeating until famous, try "hang on wall, and live with it until you get bored." If, at the end of your artistic life, your wall contains even a few pictures that stood the test of "time" (and your evolving discerning eye), you've probably earned the right to call yourself a photographer. Many a great photographer has walked (and continues to walk) this earth, but the likes of which almost no one knows.
